Safe mode typically happens if something crashed. Restarting the device should correct the problem. If it continues to happen, I'd recommend uninstalling your cydia apps one by one until you pin down the app that is unstable. If that hasn't corrected the problem, restore your phone to factory settings in itunes and then reapply the jailbreak.
